PROJECT DESCRIPTION AND EXPLANATION:

The funding would be used for the construction of an ADA accessible entryway, the construction of ADA accessible bathrooms, roof repairs, and the construction of a lifeguard office space. This project is an appropriate use of taxpayer funds because the pool is a public gathering space for many Philadelphia residents. The facility is 50 years old and requires investment to ensure it can continue operating safely for the thousands of children, teenagers, and families who enjoy it. Significant leaking from the pool requires the Recreation Leader to monitor the water level and add more water throughout the day. Leaks from the pool flood the outdoor basketball courts and have been so significant at times that the Recreation Leader was forced to cancel basketball programming. The pool equipment is past its useful lifespan and needs to be replaced. The pool deck, basin, entrance from Comly Street, and bathrooms in the pool clubhouse are not currently ADA compliant, limiting access for those with physical disabilities and other limitations.
The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2) and 5305(a)(5).

PROJECT DESCRIPTION AND EXPLANATION:

I am requesting funding for the Center City District – East Market Subway Headhouse Replacement Project in fiscal year 2025. The entity to receive funding for this project is Center City District, a City of Philadelphia designated municipal authority located at 660 Chestnut St, Philadelphia, PA 19106. The funding would be used for the replacement of several headhouses (structures at the entrances to the subway) between N 6th Street and Broad Street in Philadelphia.
This project is an appropriate use of taxpayer funds because the existing headhouses are over thirty years old and at the end of their useful lifespan. They are expensive to maintain and inhibit visibility for nearby retail and cultural attractions in Center City Philadelphia. Replacement of these headhouses via this project would support the East Market commercial corridor through reduced blight and improved pedestrian circulation, promoting increased economic activity throughout Center City Philadelphia. This reconstruction project will meet a compelling local need consistent with statutory purposes.

I am requesting funding for the Philadelphia Water Department’s Kensington Lead Line Service Replacement in fiscal year 2025. The entity to receive funding for this project is the Philadelphia Water Department, located at 1101 Market Street, 5th Floor, Philadelphia, PA 19107.
The funding would be used for removing lead from service line pipes. This project is an appropriate use of taxpayer funds because it is well documented that lead poses serious health risks to both children and adults. Without this funding, the financial responsibility would fall on homeowners and renters, leading to numerous lines remaining unreplaced or experiencing significant delays, thus adversely impacting public health.

PROJECT DESCRIPTION AND EXPLANATION:

I am requesting funding for the PNE Rehabilitation of Taxiway C in fiscal year 2025. The entity to receive funding for this project is the City of Philadelphia, Department of Aviation, located at 9800 Ashton Road Philadelphia, PA 19114. The funding would be used for the rehabilitation of Taxiway C (TW-C) at Northeast Philadelphia Airport (PNE).
This project is an appropriate use of taxpayer funds because PNE is the third busiest airport in Pennsylvania, operating on just 1,050 acres with two runways. TW-C rehabilitations will address all existing pavement deficiencies, maintain its serviceability, provide a 20-year pavement design life, upgrade the pavement geometry to meet the latest FAA's standards (AC 150/5300-13B), upgrade airfield lighting and signage, repair and/or upgrade relevant drainage systems, and improve the overall efficiency and safety of PNE airport operations. Additionally, rehabilitation of TW-C will be an enabling project for a future Fixed Base Operator and ensure the future success of PNE development opportunities.

I am requesting funding for the Temple University Public Safety Initiative Project in fiscal year 2025. The entity to receive funding for this project is Temple University, located at 1801 N Broad St, Philadelphia, PA 19122. The funding would be used for public safety enhancement measures at Temple University.
The funding is an appropriate use of taxpayer funds because there is an urgent need for investment in infrastructure for public safety to enhance the quality of life for residents and students, foster community engagement and trust, and contribute to the overall well-being and prosperity of our North Philadelphia and Temple community. This project would provide necessary investment for essential equipment, technology, and infrastructure for the Temple University Police Department. In the face of increased gun violence and violent crime across college campuses and in the City of Philadelphia, this project addresses a critical need for enhanced public safety measures. By equipping and training Temple Police with necessary tools and resources, this project aims to mitigate the risks associated with such threats, ultimately contributing to a reduction in crime and enhancing public safety in the 2nd congressional district of Philadelphia. This reconstruction project will meet a compelling local need consistent with statutory purposes.
The project has a Federal nexus because the funding provided is for purposes described in section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10152)

I am requesting funding for The Phoenix Philadelphia Criminal Legal Program in fiscal year 2025. The entity to receive funding for this project is The Phoenix, located at 2233 Champa Street, Denver, CO 80205. This funding would be used to expand the organization’s criminal legal system (CLS) programming within the Philadelphia Department of Prisons (PDP) over a 12-month period. This initiative aims to empower individuals impacted by the CLS with substance use disorders by fostering recovery, contributing to reducing recidivism, and promoting successful community reintegration.
The funding is an appropriate use of taxpayer funds because through this project, The Phoenix would better address the critical need for comprehensive substance use recovery support services in correctional settings and within communities upon re-entry. The proposed project focuses on three main components: on-demand digital programming for incarcerated individuals, in-person community programs to support individuals upon re-entry, and robust online peer support services.
The project has a Federal nexus because the funding provided is for purposes authorized by Byrne Justice Assistance Grants (JAG) program, section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10152).
