WASHINGTON, DC – The nonpartisan Center for Effective Lawmaking (CEL) has released its new Interest & Legislative Effectiveness Scores (ILES) for the 118th Congress, finding that Congressman Brendan F. Boyle (PA-02), Ranking Member of the House Budget Committee, is the most effective Democratic lawmaker in the U.S. House on macroeconomic policy.
This latest recognition follows CEL’s earlier finding that Congressman Boyle is Pennsylvania’s “Most Effective” Democratic member of Congress, underscoring his leadership on budget, tax, and broader economic policy.

CEL’s issue-area scores evaluate how many bills each lawmaker introduces in a given policy area, how far those bills advance through the legislative process, and the substantive importance of those proposals. CEL has published an executive summary of the new ILES rankings as well as an updated searchable database with detailed scores for all members of Congress.
