The letter was signed by 124 Members of Congress, including Ways and Means Chairman Richard Neal (MA-01), Social Security Subcommittee Chairman John B. Larson (CT-01), and Worker and Family Support Subcommittee Chairman Danny K. Davis (IL-07).

This substantial increase is a result of an amendment offered by Congressman Brendan F. Boyle (PA-02) in June to the Fiscal Year 2020 State, Foreign Operations Appropriations.
