"I am deeply dismayed that FEMA is ending local testing for COVID-19. Just yesterday, the White House declared Philadelphia as one of the projected "hot spots" for the virus. There is no reasonable explanation for FEMA's decision. FEMA has chosen a path of chaos, which will only make this crisis much worse. I call on FEMA to reverse its decision immediately."
